Egypt Is Not an Apostille Country

Since 11 January 2024 Canada has been part of the Hague Apostille Convention, which replaced embassy legalisation with a single certificate for documents moving between member states. It made a real difference for Canadians relocating pets to most of the world.

Egypt is not a member. It does not appear in the convention’s status table at all, so the apostille route is simply closed and the older sequence stands: the document is authenticated by Global Affairs Canada, then legalised by the Egyptian embassy.

The difficulty is arithmetic rather than bureaucracy. Global Affairs Canada currently reports processing requests it received about 25 business days earlier, with mailing time on top of that. The Egyptian health certificate is valid 14 days from issue. A certificate posted into that queue expires well before it comes out the other side. So the consular arrangements are made first, and the veterinary appointment is scheduled around them rather than ahead of them.

What Egypt Looks At When You Land

The Rabies Rule Is Not the One You Know

Egypt’s veterinary import work sits with the General Organization for Veterinary Services, created by presidential decree 187 of 1984 and carrying sole responsibility for animal health in the country. Quarantine stations operate at the main land, sea and air ports, run through four regional departments covering Alexandria and Salloum, Cairo and its surroundings, Upper Egypt and the Red Sea, and East Delta and Sinai.

Its published procedure at the port is narrow. The certificate travelling with the animal is examined, and the animal is examined for signs of infectious or contagious disease. Everything therefore rests on the certificate being one the service can act on, which is another way of saying it rests on the legalisation having been done properly.

Some things we deliberately do not state. No Egyptian source we could find publishes a routine holding period, an import permit, an entry point restricted to pets, a limit on how many animals one traveller may bring, or a restricted breed list. Those claims circulate freely on commercial pet shipping sites. We would rather tell you we are checking than hand you a number that turns out to be somebody else’s guess.

Two checks come before any appointment is booked.

The first is the rabies date. Egypt wants the vaccination given within the last 12 months, and wants your pet to land at least 30 days before that vaccination’s first anniversary. Read together, the vaccine must still have roughly a month to run on arrival day. Canadian dogs are commonly kept on a three year rabies schedule, and a three year vaccine given eighteen months ago is entirely valid here while failing Egypt’s condition outright.

The second is the form. Egypt is not on the CFIA’s list of countries with a negotiated certificate, so the Canadian International Health Certificate is what a licensed Canadian veterinarian completes and a CFIA official veterinarian endorses.

Health Preparation and Documentation

The animal side is light and the paperwork side is heavy, which reverses the usual shape of a long haul route. No titre. No microchip condition. No waiting period after vaccination. What there is: an examination, a certificate with a 14 day life, a CFIA endorsement by appointment, and then two consular steps in a fixed order.

The CFIA end brings its own timing. Endorsement is by appointment only, walk-ins are refused, and the fee is calculated by the officer and paid online at least 3 days ahead. That appointment has to sit early enough inside the 14 days to leave room for everything after it.

Planning Timeline for a Canadian Move to Egypt

Allow 6 to 10 weeks. That is long for a route with no titre and no quarantine, and the reason is the document chain rather than the animal. Authentication in Canada is measured in weeks. The certificate it authenticates is measured in days.

Because those two do not fit, the order of operations is unusual:

  • Week one, before anything clinical. Check the rabies anniversary against your intended arrival. If the vaccine will not have a month left on it, redo it now.
  • Also week one. Speak to the Egyptian embassy and to Global Affairs Canada about how a 14 day document is handled. That conversation sets the entire schedule and is not one to have late.
  • Then book the CFIA slot, with the fee settled at least 3 days beforehand.
  • Close to travel, and not before. The examination and the certificate. The 14 day clock starts here and nowhere earlier.
  • Immediately after. CFIA endorsement, then authentication, then legalisation, in that order and with no gaps between them.
  • Then you fly.
